His name is Matthew Brown and he's a kind of grumpy but well meaning guy running a pub as he tries to raise his magical baby girl by himself.

If Giles been in London since birth, he could have either known the Brown family when Matthew's parents were still alive so he could be a welcome regular at the pub if you're interested in that sort of thing.
